Con D Oriano is arguably one of the strongest characters in One piece just because of being part of the Will of D. This alone gives him incredible power.
I mean just look at these panels showing his true strength and his ability to wipe the floor with these kids no problem who have been causing trouble all over the new world.
I mean look at this mans bounty poster!! He has one even though he is a marine so my theory is that he just decided to work with the marines temporarily but no one in the marines is strong enough to take him down anyway so they just let him do what he wants.
I mean he’s even been stated to be able to defeat Thanos from the MCU who is way stronger than anyone in the One Piece world.
So in conclusion Con D Oriano is an absolute powerhouse who should not be messed with under any circumstances and if he makes a reappearance in the actual cannon of the story the straw hats will be murdered instantly.
(So umm actual answer is pretty weak, like no where even near captain level probably but that’s not a fun answer so I wrote this instead)

I mean is it even a question? There is an obvious answer. Its the one man and the only man with a strong fleet of pirates. The god of the one-piece world. The saviour, the protector, the brave warrior and one of the strongest people with the name D. Its the legendary pirate GO. D. Usopp. He came to the mortal realm to guide and protect lowly beings from the cruel government. He has the power to lie and make it into reality. One time he lied about having a fleet but he did have a fleet one day. No, he didn't lie, he told us the future of his legendary quest. I don’t care about any strong pirates until he is mentioned on this list.
I was confused either to put GO. D. Usopp or CON. D. oriano but I like gods than amnesia devil. CON. D. oriano may be stronger than even god but he forgot his deep strong and legendary past by falling off a sky island in a legendary way.

MANY CHARACTERS IN ONE PIECE CAN IFGHT EVENLY WITH ADMIRALS, BUT WHEN YOU SAY EVENLY IT EXCLUDES CHARACTERS WHO’S MUCH MORE STRONGER THAN ADMIRALS.
First off.
Marco “The Phoenix” - 1st Division commander of the whitebeard pirates. We saw him fight with the 3 admirals we didn’t see marco bring out his full capabilities as a fighter but we saw him in the latest back storyy when roger pirates and whitebeard pirates clashed with each others for days. marco is there younger than he is now but the fact that he can go fight with strong characters (Roger pirates) for days and still be up and partying after the fight means he is strong even when he’s young. imagine the training he did all those years with whitebeard clashing with different strong pirate groups and even be well known in the One piece world as the 2nd division commander of the strongest man. He can definitely go one on one with Marine admiral.
Ben Beckman - The first mate of Shanks we saw him in the marineford war when kizaru will chase after luffy he was seen stopping kizaru they didn’t knew he was there he must be unbelievably fast and considering the caliber of kizaru who was seen fighting a old rayleigh don’t get me wrong rayleigh is old but still incredibly strong if kizaru can hold himself fighting with rayleigh we know he’s strong so why is kizaru afraid of benn beckman who’s only pointing a gun at him when he knows he’s faster than a bullet because he can move at the speed of light if he’s trolling or not that doesn’t even make sense, they said benn beckman has the highest IQ in the whole east blue mean that he’s icredibly smart and of course he’s a fighter before they went to marineford we were told that they first got a clash with beast pirates and stopping them from going to marineford to create more chaos so benn beckman almost have no damage coming in marineford. i think he’s evenly matched with a admiral because he’s Red haired Shanks first mate and we know he’s strong.
Charlotte Katakuri- Katakuri is a very strong character and I believe he didn’t lose to luffy because he’s such a great fighter that he even consider himself not a worthy opponent if somebody get in the way of his one on one fight. With all the nerfing he did to himself to fight luffy we know luffy didn’t stand a chance. but still luffy won and that’s why he’s the main character but katakuri is very strong considering his very advanced observation haki he’ll be able to give an admiral a run for his money. yeah hehe.
“Dark king” Silvers Rayleigh- We saw him stop kizaru when kizaru wants to kill every strawhat members and we know even with his old age he can still hold himself with the likes of kizaru with very OP devil fruit and very fast. We know what Rayleigh can do he’s a very powerful swordsman and a master of haki he can use 3 types of haki and can match an admiral but i think he’s not stronger than an admiral maybe equal in terms of power considering rayleigh is old and rarely even holding his sword to fight so yeah, he can give a admiral a fight.
Dracule “Hawk Eye” Mihawk - A former warlord of the sea, because as of now the marines demolished the warlord system making the current warlords the enemy of the marines again hunting them and activating their bounty again. But of course this is Mihawk we’re talking about destroying a ship with just a single slash, got one of the 12 of the supreme great grade swords an a black blade fyi. being the strongest swordsman in the world rivaling shanks and having a duel with shanks when he had two of his arms back then. but we can hide the fact that marine admirals are strong and maybe mihawk is stronger than them but not so far, they can give a fight with mihawk but will end up losing and being slashed in half. hahaha
Kozuki Oden - If still alive can give a admiral a good fight he’s a very powerful swordsman holding two of the strongest swords in the world one Enma one of the 12 supreme great grade sword. Ame no habakiri one of the 21 great grade swords, he cut kaido very hard scales and leave a scar had a great swordsmanship and the first 2nd division commander in whitebeards crew before ace. traveled with the pirate king and making his way to the last island laugh tale. he can give any of the admiral the run for their money and making them give their all if they fight.
Sabo - Second in the Revolutionary army behind dragon, one of the most powerful haki user maybe a user of Ryou and the now wielder of the mera mera no mi (fire fire fruit) previously owned by his late brother portgas D. ace. sabo is a powerful man and can equal an admiral in terms of power we have seen sabo clashing with admiral fujitora and holding himself without him being overpowered and to be able to use a powerful logia devil fruit his power rises even more so maybe he can take on any of the admirals at this point but only one on one. fighting for days and there’s a 50/50 chance of him winning. :)
Last but not the least
The legendary
Con D. Oriano - He who holds all the will of the D clan. He’s a powerful member of the D who shows a little of his power in Navarone HQ, he show us how he fire rockets at his own allies helping the strawhats escape being headbutted by zoro and end up f**king is face, and lastly had the key role of destroying the cannon that will stop the strawhat from escaping he’s a proud marine officer and i don’t freaking know how the hell he became a marine officer with that kind of power but we know he must be atleast a fleet admiral level. Legendary Con D. Oriano hasn’t show us his true potential but if he’ll show us maybe he’ll get the whole marineford destroyed with his stupidness and very strong idiocy. hehe
